Unemployment for Diadvantaged Young Men
Serious problems of crime exist in the ghettos of St. Louis and most major cities. One of the leading proposed cures for the crime is finding jobs for people. In St. Louis the construction trades are working hard to do just that. They require an eighth grade math ability and that the applicant be drug free. You obviously don’t want someone working on a construction site who can measure or is on drugs. Unfortunately very few applicants meet this test. The problem is consistent with what I saw when I worked for the St. Louis Housing Authority and was part of a team working with The Carpenters Union to accomplish the same thing.
